Certainly hard water stains are a possibility. Crassula, especially, like to hold water between their leaves which evaporates and leaves behind a white, powdery substance. However, It could also be powdery mildew, a fungal based disease that makes a similar looking powder. Even if it turns out to be powdery mildew, don't fear. That disease is easy to treat.
