As far as repotting is concerned, yes, your mother will be able to repot them later. Echeveria are certainly tough enough to handle it.
Pot size is mostly a matter of preference as these plants are used to growing in close quarters with each other. It's important to note that the plants will come to you rooted in 2 inch pots already (unless you get the [large] versions which come in 3.5" pots. These will have the "[large]" tag in the title of the product). However, they can be planted right next to each other without issue.
