The term "succulent" is a poorly defined word but, in general, a succulent is a plant that is adapted to exceptionally dry conditions. Although its leaves and stems don't have that classic thickness that many other succulents have, they adapt to drier conditions in other ways. As such, we feel that it's appropriate to refer to these plants as succulents.
These plants do get tall and, as such, are prone to becoming top heavy. A lack of light can trigger rapid vertical growth which exacerbates the problem further. Therefore, more light and a good pruning every once and awhile, can keep this plant manageable.
This plant can indeed survive in zone 9 but, like many succulents, must be kept drier in the winter time.
