Although a Sempervivum flowering without producing chicks is unlikely, it's not unheard of. Unfortunately, it's impossible to say why your plant decided to bloom.
If it's just starting to elongate, you can try cutting the center out of your plant. It won't stop the blooming process indefinitely, but may encourage the plant to create offsets before it does. We have a nice article for doing just that at the link below.
