Overwinter just means to keep the plant alive over the course of a winter. In context, overwintering refers to where you can reasonably keep a plant during the winter. For example, Sempervivum 'Cherry Frost' can survive temperatures down to -20°F so, for much of the USA, it can be overwintered outside. However, Senecio rowleyanus, or string of pearls, can barely survive a frost so, for much of the USA, it must be overwintered inside.
