Cacti prefer dry conditions and mineral based soils. A soil consisting of mostly coarse sand and pearlite ought to work well.
Watering frequency will vary depending on your climate but water deeply, until water flows out the drain holes on the pot. This encourages the cactus offsets to produce deep roots.
Cacti like lots of light so give it as much sun as possible. However, if you're transferring a cactus into more sunlight from a shadier place, do so gradually. A sudden shift to full sun can sunburn a cactus.
Fertilizing is not necessary, but if you do fertilize, be sure to use a dilute, balanced fertilizer.
