The best time to plant outside is in the spring. Then, it's warm enough for the plants to grow and get established before the heat of summer. By the time winter rolls around again, they're ready for it.
I do believe it's too late to plant now for the colder zones. We've got a few frosts here and we're in a zone 7 area. I imagine zone 5 is pretty cold; too cold to establish a plant before winter.
