I believe it can. Sedum spurium is hardy to zone 9 as well as 4. Be sure to plant them in the spring when it's a bit cooler to give them a chance to establish before the hard heat comes.
If you see symptoms of sunburn (I'll link to an article about sunburn in succulents below), then you may have to invest in a shade cloth. However, I do believe you'll be alright.
