You could cut it off using shears. However, this may not be worth it.
Plants from the genus Tillandsia are monocarpic. This just means that they die after they flower. It's only a matter of time until the whole plant dies anyway regardless of what you decide to do with the dried blooms. You may want to check the plant for pups or offsets. Many air plants make them before flowering and they just look like tiny air plants that are attached to the stem of the mother plant. These can be cut off at the base and grown as separate plants so that they don't meet the same fate as their mom.
