It does like to root as it spreads. The issue is that the plant will continue growing, but the amount of water it can uptake will stay roughly the same. This could very well slow, and maybe even stunt, its growth considerably, but it certainly won't die.
It's worth noting that once this plant spreads, it forms a "living mulch". By that I mean, it's so thick that it prevents weeds from growing up through it quite effectively. You may not need the weed cloth for long.
If the weed cloth is a must, you could spread 2" of soil over it to allow the plant to root as it grows while, hopefully, being too shallow for weeds.
