Good question!
For the most part, I believe that a 4" pot would be fine, but there are a few exceptions. I do not believe these exceptions would necessarily do poorly in a 4" pot, I just think you'd have to watch them a little closer than others.
These exceptions are Haworthia, Lithops, Gasteria, Gasteraloe and most cactus. These are drought tolerant, even using succulent standards. They do not do well with wet feet and, the bigger your pot, the more soil/water it can hold. If you have drainage holes and water these vary sparingly, they can do well in a 4" pot. I just advise caution while watering them.
