Good question! The first part of my answer is: carefully. I recommend wearing nitrile gloves and goggles. This is because the sap of Euphorbia 'Sticks on Fire' is not only toxic, but can cause a rash on your skin or severely damage your eyes.
From there, taking a cutting of the plant is straightforward. Use a sharp knife and cut a stem near the base of the plant. Then allow that cutting to callous for about 4 days before planting it firmly into moist soil. I'll link to our FAQ page that deals with cuttings generally, but I wanted to add that warning at the top of this post for 'Sticks on Fire' and Euphorbia plants in general. I hope this helps!
