Yes! These plants do just fine planted in metal tubs given a few conditions. These conditions apply to overwintering Sempervivum in any container, not just metal.
1) Make sure you have good drainage to prevent root rot. Drainage holes are preferable, especially if you get a lot of precipitation where you live.
2) Well draining soil is ideal. You want a soil with some good grit to it that doesn't hold too much water.
3) Keep them outside. Sempervivum love the outdoors and tend to do poorly as houseplants. They can survive down to -20F so for most parts of the country, they're fine overwintering outside.
The only thing that's metal container specific is rust. However, I doubt a metal container will rust significantly enough to endanger a Sempervivum over the course of one winter. I hope this helps!
