Unfortunately, no. There's always a risk of pests, including fungus gnats. With all the soil we use every day, it would be impractical to bake it. We do use pesticides, but between resistances and the sheer number of pests, there's always a chance that you'll end up with fungus gnats.
I do know that the person who makes the Bonsai Jack® soil we sell does sterilize his soil prior to selling it. We might not be able to guaranteed pest free succulents, but re-potting them into sterile soil would help a lot.
