Good question!
Technically, yes, but it's not a good idea. Sempervivum are "gluttons for punishment" and love to freeze and thaw, dry out and rehydrate, and all that good stuff. I know it sounds strange, but if they don't get that punishment, they just don't grow as vigorously.
If you want that Sempervivum look, but indoors, I would recommend Echeveria or Aeonium plants. We're pretty low on our Aeonium stock right now, so I'm going to focus on Echeveria and attach a link to this post that should take you to our Echeveria page.
However, for a more specific recommendation, Echeveria 'Spruce Oliver' looks pretty Sempervivum like. I hope this helps!
