That's a good question!
I do think throwing it into a 9" pot right off the bat would be a little too much space for this plant. Haworthia in general are rather slow growing so it will take this one a while to actually need a pot that big.
My biggest concern is water. Haworthia, even for succulents, don't like being over watered and the more dirt you have in your pot, the more water it can hold. I think the potential for root rot would be higher in a pot this size. I certainly don't think it's impossible to put this in a 9" pot right away, but it would add some unnecessary challenge to growing it.
I think a 4" would be your best option for now. I hope this helps!
