That depends on how far apart in the 400 ft/sq area you want to plant the plugs. If I was planting a garden of sedum, I would space them at 5 inches apart. That's 10 inch/sq per plant. If a 400 ft/sq plot equals 57,600 inch/sq then it should take 576 plugs to plant the whole bed. This would roughly equal 12 of these trays, assuming my math checks out.
These plants grow very quickly in the growing season and, if planted at 5 inches apart and cared for well, would rapidly take over that bed to fill any holes. I hope this helps!
