Unfortunately, 'Festival' flowers in the late summer or fall. Also, Sempervivum tend to go dormant during the winter and therefore don't flower then.
As a matter of fact, many succulents don't bloom during the winter due to the lack of insect pollinators flying around then. Although, that does depend on your zone.
flowers in the late fall and, although their dead flower stalks/dry fruit isn't very attractive in the winter on its own, if they get snow on them they can look like tiny white mushrooms. Although that's pretty neat, it's certainly no bright yellow Sedum flower. That's probably the best you can do with cold hardy succulents.
