You shouldn't need landscaping rocks on top of this soil unless you're worried about things getting overly dry. Whether or not you should be worried about things getting too dry, and how deep the soil should go, is more dependent on the plants you want to grow.
Many ground cover succulents, like Sedum and Delosperma, have fibrous roots and therefore don't root very deeply in the soil. Plants like Lithops and Madagascar palm, for example, have long taproots and therefore need deep soil.
