Delosperma tends to grow rather quickly, but measuring exactly how fast it grows is difficult due to the many different variables involved. How often are you going to water them? Are you going to fertilize them? How much sunlight will they receive? When are you going to plant them? How quick is "quickly"?
To fill the bed immediately, you would need 576 plants (assuming that a single plant is 4 square inches). However, if this 16' square area gets full sun and you water them regularly during the summer, I bet a third of this number, or 192 will do nicely. However, there are so many variables it's hard to say. I'm sorry that I couldn't be more helpful, but I hope this gives you a rough idea of what you're looking at.
