That's a good question!
I don't think that it will stop Delosperma per say, but will absolutely hinder it.
Even as the weed cloth prevents weeds from growing up, it will prevent the spreading growth from the Delosperma from rooting further out from where you planted the original plant. This will prevent it from taking up more water to support its growth. In short, the plant will grow, but the amount of water it can drink will stay the same. I hope this helps!
