That's a great question!
If you use a gritty enough soil, and you have a good way to check the moisture of the soil before watering, then using top dressing if fine. The river rocks would probably be your best bet vs. moss. The moss might hang on to more moisture.
Some people even report healthier plants after using a top dressing! The only main problem is, the top dressing makes it hard to tell how moist the soil is. You can get around this fairly easily with a popsicle stick or a disregard for scratched up fingers though. I've even heard of a top dressing called chicken grit that changes color with the soil moisture!
All in all, I wouldn't worry too much about the top dressing holding in too much moisture, just make sure your soil drains well enough and you should be alright. I hope this helps!
