That's a good question,
If you're looking for size and hardiness, Sempervivum may be your best bet. I would stay away from Sempervivum heuffelii only because they aren't very big but other types of Sempervivum may interest you. Sempervivum 'Roasted Chestnut' gets 6" wide which is pretty good for Sempervivum. Chick Charms® by Chris Hansen can also get around 6" across depending on the cultivar. One that we just got in is Chick Charms® Pineapple Paradise™. These two, even though they only get 6" across, offset and made a clump of rosettes, so it gets multiple feet across after a while.
Opuntia cactus may be a great option too. These plants get pretty big, over a foot tall and nearly 2' wide, and that's being conservative with it. My grandfather grew one of these that was nearly four feet tall and wide but it had a propane tank to lean against. They are hardy down to zone 5 and I've even heard reports of them surviving in zone 4 temperatures.
